There should be a 300 second timeout (5 minutes), after which time the IPP
backend should try to re-establish the connection over the VPN.  In later
versions of CUPS the default connection/packet timeout is reduced so this
kind of issue should wait less before retries, but there isn't a whole lot
we can do here when the network stops working (in this case, the VPN...)
