Not for Mac OS but for Linux, nevertheless some basic ideas therein might also be applicable on Mac systems: https://en.opensuse.org/SDB:Using_Your_Own_Filters_to_Print_with_CUPS Therein see in particular the sections "Adding Additional Filter Stages to the Default CUPS Filter System" and "Print Job Data Specific Custom Filters" Those additional filters would run by CUPS so that print jobs must have been already deliverd to CUPS so that this is not "scan before deliver to CUPS" but "scan by CUPS before deliver to printer". I think on Mac OS CUPS is running in a "sandbox" which may not allow to run additional selfmade filters.
