Please carefully re-read the second post at

  https://github.com/apple/cups/issues/6022

It explains why -m everywhere *cannot* produce printing with your
printer. As root, let us have the output from

  grep cupsFilter /etc/cups/ppd/LaserJet_M15a.ppd

Now try setting up a queue with -m driverless:"URI" as advised in this
thread.
