That *is* by design.

Unfortunately, the system-config-package seems to be nothing but a 
front end to the CUPS web page (http://localhost:631/admin) 
configuration.

I own no such thing. 8^°
My cellphone is a perfectly working Blackberry 9320.

Just like my Sun Ultra24 WS and my Asus 1000HE netbook, also running 
on Linux Devuan.
