Thanks for the ideas everyone but the problem is, as always, with CUPS. 
While the CUPS developers are enamoured with ipp and want everyone to 
use it for all their printers, that is not a realistic expectation. 
Meanwhile CUPS continues to fail in various ways for things that should 
just work.


Note that the problem is not hardware. It prints fine from the server 
command line.

Note that the problem is not the printer driver. I didn't change the 
driver. I just modified the default options.

Note that the problem is not with my client. I can print to the other 2 
printers attached to the server, which do show up in the local printer 
dialogues.
