Not true.
Try to run the following on any Adobe Interpreter:
/DefaultGray /ColorSpace findresource gcheck ==

As far as I remember /Default* resources were build-in resources.
We wrote them as external files for PSIH.

(1) Global resources can be used in both global and local contexts.
(2) Adobe makes them global.
