There exist a huge number of Windows programmers,
who never run a compiler or other programs from command line
and never knew what is a command prompt.
If we want them to use Ghostscript,
our instructions must follow novadays technologies.
In this view the text "or compile it directly with:
*   cl -D_Windows -Isrc -Febin\ps2pdf.exe ps2pdf.c bin\gsdll32.lib"
looks like a mail generated by a warm - see attachment.
