I hadn't thought about building a unix-like version which didn't use 
that file.

My understanding is that we build neither Unix-like nor Win32 
versions with gcc/cygwin.  However, it should be possible to do both.
I was just commenting that this patch could get in the way of
a cygwin build, if someone does create one.
