That looks like a 14 year old snapshot of sendmail 8.14.5, not the live
sources.

The error is repeatable with sendmail 8.18.2 from

https://ftp.sendmail.org/sendmail.8.18.2.tar.gz

(linked from
https://www.proofpoint.com/us/products/email-protection/open-source-email-solution).

From the FreeBSD import of sendmail, it looks like the .cc was added between
8.16.1 and 8.17.1.
