If you really want a page resequencer for grout, try this (Zseq.pl) as a
starter:

[derij@pip build (master)]$ test-groff -Tpdf -ms -pet doc/ms.ms -Z | ./Zseq.pl
"1 30 2-29" | ./gropdf -pletter | okular -
