Follow-up Comment #5, bug #68525 (group groff):

Forgot to report: the one customization I make to a standard git checkout of
groff is hacking "configure" to always set groff_use_tex to "no".  I don't
know how or why this would affect generation of gnu.eps; I've also been making
this hack for four years with no ill effect.  But there ya go if you need an
excuse to close this bug as applying only to an unsupported fork.
