I don't know enough of the specifics either.  I looked over it to see if
it guarded all the EPS processing inside a conditional that excluded the
'html' output device, and it doesn't.  I looked into whether it _could_,
and tenatively concluded "no" because the bounding box extraction stuff
is tangled up with the specialized "suppression" feature that is coupled
to pre-grohtml(1).

I don't know that there's a ticket to be filed.  I have a long-term
ambition to kill off pre-grohtml entirely.
