The usual place where groff is installed is /usr/local so please could you
attach the config.log from the directory where you ran configure to build
groff.
If you ran "configure --prefix=$HOME/.local" (or similar) which would put the
groff executable in /home/mojo/.local/bin, it may be the s.tmac file was
placed in /home/mojo/.local/share/groff/1.25.0/tmac.
If this directory exists I would still be interested in an 'ls -l' of the
directory.

test-groff is using a valid version of s.tmac, the groff command is "finding"
a corrupt or empty s.tmac.
