Follow-up Comment #1:

Now that builds from the Git repo require "maintainer mode" (thanks largely to
disparate build dependencies involved in shipping rendered forms of groff's
Texinfo manual in the distribution archive, compounded by inline image
inclusion on both it and groff's groff-man-pages.pdf document), we need to
address this issue so that users of our Git repo can "make dist" and "make
distcheck" just as an official maintainer would.

Raising severity to normal and scheduling for 1.25.0 because we want to
socialize this expertise.
