Follow-up Comment #3, bug #68566 (group groff):
This solves the problem for users of a git checkout. But it is not sufficient
for users of a tarball, who want to make and test a small modification of the
manual.
How to reproduce:
1. Run "make distcheck".
2. Unpack the tarball.
3. Modify doc/groff.texi.in.
4. ./configure && make
produces
