The existing names are pretty hard to comprehend.
They manage spacing, not "point size" (type size).
The `Hps2` register takes effect "first", as it affects headings at coarser
divisions of the document.
And no one could really guess what the "1" and "2" in their names would mean
even if they were flipped.
Consider for 1.26.
