as requested please find attached my groff config.log and config.status.
You can find the output of a ls -lsaR listing of the *parent* directory
passed as the value for the --with-urw-fonts-dir configure option
over on https://paste.c-net.org/SinnedVictoria.
Apologies for the later reply I was struggling with issues regarding
keeping the build output for groff in nixpkgs, le sigh.

A few words about groff in nixpkgs that hopefully provide helpful
context: please note, that on macOS groff is part of nixpkgs stdenv
(standard build environment), which makes it a low-level dependency,
hence it is configured by default with as few dependencies as possible,
as some its dependencies, e.g. ghostscript, depend on groff.

The nixpkg for groff can be built with options to enable support
for HTML, Ghostsript, and soon URW fonts (yay!). In nixpkgs it is
possible to install a duplicate version of a package under a different
name and with custom build options. This allows users to install groff
with custom enabled options under a different name in nixpkgs breaking
the cyclic dependencies, while avoiding a rebuild of more or less the
whole nix base system and allowing users to tailor groff to their needs.

That said here's GNU roff version 1.24.0.rc2 configuration summary:

I can confirm that with my latest build of .rc2 the directory is
indeed $prefix/share/groff/1.24.0 as expected. Thanks for double
checking. Any 1.23.0 occurrences are therefore very likely linked
to my other custom groff nix build configurations, and I expect
them to resolve once the proper nixpkg for groff 1.24.0 lands upstream¹.
