doc/doc.am: pic.html and webpage.html are not usable as associated files are not found

instead of "webpage-1.html#heading1..."

  lynx webpage.html

works after all 'doc/' text has been removed from the "webpage*html"
files.

  The same should also work for pic.html etc.

  These html-files are not found in groff from Debian.
