Proposed: relocate "pdfmom" from "src/devices/gropdf" to "src/utils"

Hi folks,

Deri suggested moving the "pdfmom" tool from cohabitation with the
gropdf driver to the "src/utils" directory.

We did something similar with "grog" a while back.[1]

Any concerns or objections?  Please follow-up to this thread or at the
Savannah ticket.
