Job scheduler

I'm new to programming and would like to write a very simple or basic
C++ program to do job schedulling. The program would be capable of
allocating processing jobs ( lets say 100 processing jobs ) to a
small no of shared computers or resources ( say 20 PCs ), based how
fast the computers complete a given task.
How do i structure the database for this program? I really don't have
a clue.
Alternatively, can someone suggest an open source code that i can
study and adapt to carry out this task?
Plz i need your help.
