Writting to and reading from IP addresses?

I'm about to start writing a package to write real-time data to an 
IP address, and on the other side read that data from the IP 
address.  Can anyone give me a head start on how to go about this 
communications?  I've written lots of code communicating over the RS-
232 ports, but this is my first attempt at passing data over a 
network/internet.
