I would recommend using Doxygen for documenting your
C++ projects. It’s free, cross-platform, and extremely
powerful.

Even if you don’t write a single comment, it will
still generate some form of program structure,
hyperlink variables with their declarations, etc.  

Doxygen seem to solve many problems as well as well as
making programmers life a lot more easier.
