Andrey, I can determine what is appropriate for our project through sheer intellect. I and our staff can evaluate our environment, ask what process would benefit from improvement, what process are constrained by external regulations, what XP practices have worked in similar environments (aerospace, government, high ceremony departments). Unlike a private small entrepreneurial firm we do have the luxury to "experiment" on others peoples money, so another approach is needed to deploy process improvement processes.
