Do they need?  I, being _the_ person, responsible for entire company, use
the following way:
  - state my goal
  - listen to proposed solution
  - figure out how much can I spend to keep the option of this solution to
    be open
  - ask the person what _useful_ (having direct Business Value) can he
    deliver within the 'open option' budget
  - if (s)he can't explain -- he's not qualified
  - if he promises to deliver and fails -- he's not qualified
  - if he promises and delivers and using gained knowledge is still ;) sure
    he can perform his original claims, I go to step 3 again :)

BTW, that's what I propose to _my_ customers.

Well, I'm glad to hear that.  Most people, I've seen, who claim to look for
a solution yet failing to do anything towards its are driven by limiting
beliefs and fears.  This is difficult case, compared to people, having
Courage to admit that they have a problem to tackle with and doing
_something_ to solve it.
