No one is talking about transferring responsibility COMPLETELY. Someone must
make the final decisions about what is to be done next. In terms of delivering
software with business value, the individual or group with the day to day
responsibility of making those decisions is called, in XP, "Customer".

XP is a team enterprise. Everyone contributes whatever they have. Programmers
often have wonderful business understanding: they contribute that by helping the
customer define stories, by helping the customer prioritize stories, by helping
the customer explain stories. The customer retains the final responsibility
(within the team) for saying "this is the story we're going to do next".
