I don't know.  I heard a story about it once, and it made an odd kind
of sense to me.  But I don't remember the story now.

Also, value has other not-uncommon meanings.  For example, when you're
programming, you often think about the value of some variable.  That
isn't an expression of what the parameter is worth.

In any case, professional groups often co-opt perfectly good words and
give them peculiar meanings.
