I see it this way, Charlie: programmers in XP take the Customer's decision about what constitutes value as gospel. Programmers do not estimate value; they follow the Customer's lead on which stories generate more value. Programmers also, for the most part, don't worry about how the Customer decides what generates how much value, because "that's a business decision". I think the way to decide what constitutes business value is orthogonal to XP. XP assumes that the Customer determines value "somehow".
