May I assume that if you did feel that cards were the most appropriate
mechanism for internal communication, nothing would prevent you from using
cards where appropriate, and then translating from cards to the DOE acceptable
format? Or do DOE regulations preclude your using any other format for internal
communication? (I can't imagine that they would: that would preclude talking,
emailing, or otherwise communicating about requirements except in the DOE
format).

In another regulated industry with which I am familiar (FDA-regulated devices,
diagnostics, and systems supporting clinical trials), there is regulation and
regulatory guidance that specifies a certain level of, for instance,
requirements traceability. Such guidelines serve to ensure that the developed
system is auditable. If, ten years from now, someone wishes to ensure that the
software systems that were part of that trial were appropriately developed,
tested, etc., they should be able to, with no prior experience with those
particular systems.

For that purpose, 4x6 cards would not be appropriate. But nothing would prevent
using 4x6 cards for internal communication and coordination and then, every
other Friday, documenting what was done that iteration, with supporting
documentation for stories, ATs, story X AT traceability, etc.
