As I read your posts about what you do, it sounds to me that you are
what I would probably have called up to now a "technical manager" By
that, I would not have meant that you were working on a low level
implementing systems, but that you manage a technical process.

Of course, I would also have recognized you as business person, one
who thinks about the overall goals of his organization, what the
priorities are, does budgets, etc.

I guess I still see you as both. Am I simply missing a meaning
you place on technical (i.e. low level technical)?

I think we all agree that we aren't talking about developers. That's
the easy distinction. Are we talking about PMs - or is that too
low/technical? Are we talking about VPs of development - or is that
too technical? I'm trying to understand the scope here and I'm
still not getting it.
