I do not work in safety or life-critical systems but a mistake can mean a lot of suffering for a lot of people down the line, even if this suffering translates to "having to wait". If pensioners have to wait for their pay-check, if people have to wait for their train to arrive, if you have traffic jams because the traffic lights system is belly-up, ... it all has a cost. No safety or life critical systems? That's too trivial a statement to make. I am yet not convinced that all XP practices are scalable. I see some that can be applied regardless of context but I see others that are very context sensitive.
