I agree with your observation, but couldn't figure out a way to handle it
more effectively than I did.  But yes, the message I intended was
a) We don't need to work by analogy.  Software development is a
Design/Development phase activity, but
b) If you do 'need' to compare it to something, at least compare it to
another Design/Development phase activity, preferably the one most like it -
computer hardware Development/Development.
