So in this case, who has the authority to request or approve a change in the requirements? Anyone? No-one? Even if that isn't defined, someone must fill that role. Perhaps many someones. I would want to talk to those someones.

Of course, if no-one can approve changes in the requirements, then we don't need to do XP or Agile, because they are about dealing with change. Can we please therefore assume that changes in the requirements are possible? In that case, if I want a change in the requirements, to whom do you refer me?

If you are saying that there is no such person, then you are saying that changes in the requirements are not possible. In that case, don't bother with XP or Agile. Come back when you have a project where changes in the requirements are permitted.
