The BCWS analysis is pre-XP.  It's done by higher-level managers when
they're trying to justify the creation of the project.  The ACWP and BCWP
numbers get derived from that, and measured values.  Though BCWS makes
upfront presumptions about scope and budget, BCWP and ACWP don't make
further such presumptions.  In fact, they may be used to test those
presumptions against the real-world measured values.

Or so it seems to me.
