Why do they imagine that doing XP would make them

I should qualify "design documents". Their view of a
design doc is low level, implementation detail design.
Way beyond stories or a classic "requirements
document". They historically used this time as a
catch-all for things like prototyping, new technology
research, etc. but always had a difficult time to
justify that sort of work in the schedule. It took
some "double loop" NLP to pull that out of them.
Interesting. 

I believe they view XP's concept of "design enough" as
"don't design, just start coding". I'm trying to give
the analogy of the huddle in football. Quickly call a
play in order to give everyone simple instructions and
execute. Revise the plan on the next huddle. Don't try
for the hail-mary on your own 20 yard line. [[insert
your football analogy here]]
