As best as I have been able to determine, they didn't want to be the ones to make the decision. Its been a while, and I may try again. I honestly don't know what they thought the penalty for choosing poorly might be. We were all just getting to know each other at the time.

As I was saying with a buddy of mine earlier, I am stumped. I haven't ever run across people who seemed to want all of the decisions made for them. I am oversimplifying right now, but that is a reflection of my frustration.

Several of the folks on the team have started taking more of their lives into their own hands. I am hoping that the fact that they end up getting the work they sign up for, thus the more interesting work, will start to get noticed and more people will start to follow suit.

One other observation a co-worker made: This is the first job out of school for most of these folks, and maybe they just don't feel ready to make these decisions for themselves. I don't know whether i believe that or not...
