Pat,

Personally I think it is critical to have technical skills for a
manager. There is a school of thought that says the opposite. We've
always hired over-skilled folks. Without a deep understanding (not
necessarily the doing anymore) of the means of production, a manager is
flying blind depending on those below. Trust only goes so far.
