And if the manager works only for the team, and has no other stakeholders, it works all of the time. I may be stuck on something. I think of a manager as being /primarily/ responsible to the larger organization. Most of the time, that responsibility is eminently served by enabling the team and removing obstacles. But in some situations, the manager will not see a way to satisfy that primary responsibility and also do what the team sees as in its interest. To me it's the possibility of those situations that makes a manager a /manager/, and not some other kind of facilitator. That is, if a person's primary responsibility is to the team, that person does not fit my image of manager. I may need to change my image, but that's the image I have for now.
