Yes.  This relates to my fuzzy notion that a manager has at least 
two properties that leaders and obstacle removers may not.  The 
manager:
    1. Is obligated to accomplish organizational objectives.
    2. Is an authorized steward of organizational resources.

(I stole these properties, and probably paraphrased them, from 
one of III's definitions.  Definition of what?  I don't remember. 
  Perhaps "project sponsor" or "authorizing player.")

Actually, every employee is an authorized steward of /some/ 
organizational resources.  So I gotta distinguish managers from 
non-managers somehow.  The key distinction I see is that 
managers' responsibilities include stewardship of a particular 
resource: employees' agreements to provide services to the 
organization.
