Boundary is everything.  Sounds like the middleware and legacy teams are in
a different boundary.  Your observation that stories take too long to
complete because you have to cross boundaries is a good observation - if you
communicate this to management, perhaps they'll be receptive to the idea of
having someone from the middleware and legacy folks teams join your team,
either part-time or full-time.

One of our clients has Fortran programmers who are making the leap to C++.
They've joined C++ XP teams and must occasionally do some Fortran work to
complete a story.  It works well since the team doesn't have to cross
boundaries to get things done.
