If Team A speaks Language A and Team B speaks Language B, and you want
Teams A & B to work on the shipping the same system, how do they intend to
speak?

It sounds to me like they're planning to communicate using some kind of
document. My recommendation is that they not. I'm indifferent to their org
chart or their management structure, of course, but they ought to live
together. My back-end has to communicate intimately with my front-end, and
vice-versa. That means my back-end-team has to communicate intimately with
my front-end-team and vice-versa.

Documents don't do that. Meetings don't do that. Living together does that.
