Dave, I wouldn't advise it, but you could put a bunch of naked people on a desert island (oww, hot, sunburn on sensitive areas, unwise) with no technology, and they absolutely could produce software. They might not be able to run it or execute it on a modern computer, because they lack access to one, but as long as they're alive, they can produce software. If they have some way of recording their thoughts, they could even commit that software to permanent record instead of just keeping it in their heads or exchanging it verbally between each other. It wasn't too long ago that people, get this, actually hand-executed programs by reading the source code and keeping track of variable values and such. All without the use of an electronic computer. Typically, this was done when access to a computer was expensive or limited, and you had a job to do, a job ... producing software. Please, don't respond with "ok boomer" ... 😬😂 You can literally produce software with a room full of naked people with no access to a computer. Although, as we acknowledge this is a people problem, it may be hard to get those naked people to, ah, focus on producing that software. Again: people problem, not technology problem.
