That's what I find so interesting and attractive about #IdeaFlow, based on
the "How to Measure the PAIN in Software Development" book by Janelle Arty
Starr:  It's an approach to measure pain and to make concrete proposals to
management based on measures and estimates of costs and benefits.  The idea
would be to get away from vague "We have technical debt! Please let us
spend lots of time (and money) paying it down." ... without a clear plan,
and most problematically without sensible priorities to direct the effort
to where it will have the most impact.

I will attempt #IdeaFlow on the project I just joined, starting early next
year, and see how well (or poorly) it contributes to improving the
development environment, development practice, and lean/agile approach, in
an environment that has not entirely "bought in" on these non-traditional
values.
