They do help the 30% of developers who both care and have the ability to learn well passively. There are lots of unmotivated developers just doing their job, And there are lots of developers who can only learn effectively by working with others who already get it. This is the main reason I like Scrum despite all the shortcomings. It puts developers into a position where they are responsible for the results of their work, not just for doing what a manager tells them to do. It includes explicit retrospection to reinforce the responsibility to improve. It creates a social structure where team members can learn from working with each other. It has more opportunity for effective coaching than ad hoc or waterfall development.
