I completely agree.  I have been fighting this for ages.=20
Most modal dialog boxes (I am talking about 99.99999%) are
the result of programmer lazyness.  There is no acceptable
technical reason whatsoever to disable everything else but
that box.  Except the fact the the program behind that box
is completely bad design, not decoupled enough, so in many
cases the only choice is to disable everything.

But the most annoying (IMHO) is modal stuff opening from a
second window.  You open dialog A, then press a button (like
settings for a printer) and that opens dialog B.  As Murphy
lives, dialog A (which is now disabled and cannot even be
moved) covers that piece of information on the main window
(which cannot be moved or selected either, since that is
disabled too) that you would need to put into dialog B or
read to know what to put into dialog B.
