Chapter on Fixed-Width Web Pages now Available

I just uploaded the first draft of my chapter on fixed-width web page

Though the writing isn't where I'd like it to be, I think the arguments I
present are pretty good, so please accept this invitation to slap me down.
As always, I welcome comments of all kinds, but especially suggestions for
improvement, ideally posted to this list.

Now that this is done, I have to go into C++ mode for a few days (that's
the mode that pays the bills), but I also hope to catch up on the mailing
list postings that I haven't had a chance to reply to.
