How about Dr Dobb's Journal? <http://www.ddj.com/> I just visited
it, and whilst it does have a minimum size, it varies and grows
only to a maximum size, and then gets no wider.

Also, do websites like InfoWorld <http://www.infoworld.com/> qualify
as what you are looking for? Specifically, whilst I can stretch
the window as wide as I like, when I do, it suddenly redraws as
wider than the window, even though originally it needed no horizontal
scroll-bar in a much narrower window. Also, although some content
moves to stay anchored to the right edge, content in any section
of their three column layout does not grow wider to accomodate
greater column widths.
