Never heard of such a system. As I've been using Radiant (http://RadiantCMS.org/) this year, I'm aware that it caches content on the filesystem. Seems like what you want is something like that, where the cache never expires except when content is added/edited, and with the front end ripped away and replaced with your existing Rails front end. Hopefully someone else will be more versed and be able to recommend something more natively like what you describe. I know that Plone isn't intended to be a front end server in production, but it does serve out Web content for itself without needing an independent Web server, so probably it's not really what you want, either.
