I can see the rationale for those changes, but having a sysadmin
make them? How would s/he know what appropriate values would
be? That would seem to imply a great deal of knowledge about the
app(s) in question. Is that really common?

Note: my perspective is from working with tech companies here in
Silicon Valley; the real world may indeed differ wildly :-)
