Not directly. Some programmers' user interface tool kits are readily identifiable (e.g.  Linux KDE or Linux GNOME) by their appearances. Knowledge of the look of these can lead the educated user to identify the tool kit and from that and infer that these are written in C or C++, but there is nothing necessarily that ties a particular look and feel to an underlying programming language.

Non-programmer here... Can a programmer tell from the interface what language a database application was written in?

(I'm a writer, this is background research for a subject I know little about--yet.)
