I think that the term "barely works" is good in that it emphasizes
that you focus only on the requirements - and nothing else.  If there
is wiggle room above the requirements, one could say that it is wasted
effort - because you could change the requirements and meet them
without changing the code.

I've honestly never thought of using "barely works" for this concept,
but I do like it because it slows you down to understand what it means
- and that's very important when confronting customers (and management
:-) who think that creeping feature growth is a way of life.
